In Greek mythology
In Greek mythology, the perceived foolishness of Prometheus giving Fire to humankind, enraged Zeus to such an extent, that he had Prometheus chained to a rock and commanded an eagle to descend and devour his liver. Although Prometheusβ liver grew back the eagle was tasked with repeating the process on a daily basis. The corresponding punishment for humankind having asked for and accepted Fire in the first place, took many forms and was dispensed by Zeus and eight other deities who gathered to form the Council of Nine. The council members were Aphrodite, Apollo, Athena, Demeter, Hephaestus, Hera, Hermes, Poseidon and Zeus.
However, the main punitive act devised by this council was through the creation of Pandora, who was sent by the Council of Nine as a gift to Epimetheus, the brother of Prometheus. Epimetheus was also handed Pandora's Box along with strict instructions never to open it. However, he had obviously failed to communicate this edict to Pandora and inevitably curiosity got the better of her, and she opened the box, releasing all the misfortunes of humankind.
However, it is important to note that this ruling council of nine gods in ancient Greek texts; did not supplant the Twelve Olympians who were the primary deities

Another instance is the council that governs the Church of Satan, who also call themselves the Council of Nine.
